Is This Practice Commonplace?

I didn't even know what a "time-out room" for students with behavioral disabilities was until a few days ago. Apparently, this is a smallish room where unruly students may be sent to "cool off" by themselves.

According to this UPI story, a New York legislator is proposing rules that would regulate their use.
