Is This Practice Commonplace?

I didn't even know what a "time-out room" for students with behavioral disabilities was until a few days ago. Apparently, this is a smallish room where unruly students may be sent to "cool off" by themselves.

According to this UPI story, a New York legislator
is proposing rules that would regulate their use.

When pupils are placed in these rooms, who is there to supervise? What measures are taken to prevent the child from hurting his or her self?
