English Language Curriculum Wanted

Our friend Bora over at Science and Politics is looking for a good instructional program for teaching English to non-English speakers:

My mother teaches English as a foreign language. She is looking for a good, thin, well-organized book on composition, from format to voice to strategies. Some type of teacher's manual for any stage of K-12. What is, in your experience, the best such book so I can send her a copy?
